Dr. Pamela R. Downing-Hosten

Dr. Pamela R. Downing-Hosten has worked with students with disabilities beginning at the early age of 12 as a babysitter for a neighborhood child. At that time there was no Public Law 94-142 or IDEA. She had only her talents and support from the Future Teachers of America. Since then, Dr. Downing-Hosten earned a Bachelors Degree in Elementary Education, a Masters in Human Development with a Focus on Special Education, and a Doctorate in Educational Leadership.
Her life’s work started as a special educator in Prince George’s County Public Schools as a teacher and various administrators. Her last title in that county was that of the Director of Special Education. As the Director of Special Education, she worked tirelessly to develop and implement a plan to improve students being educated in the Least Restrictive Environment, and to increase student achievement.
Dr. Downing-Hosten also served as the Assistant Superintendent of the Ravenswood City School District working to revise and refine the District’s Corrective Action Plan. After 18 months of district reform, the plan was successfully revised and implemented. The school system continues to thrive based on the foundation she established. Dr. Downing-Hosten has provided international workshops for parents, students and school systems.
